The central authorities explicitly demanded that the party’s 18th National Congress of the Party should take a bottom-up, top-down, iterative and gradual selection process. Obviously, the election of the 18th NPC is itself a centralized review of inner-party democracy. The leadership pattern of the CCP in the next five years will be set to fall this fall. The 2270 representatives from 40 election units in the country shaped this pattern.
