1998年8月29日,一個珍藏在筆者心中的特殊日子。就是在這個日子裏,全面修訂的《土地管理法》(修訂草案)在全國人大常委會第三次審議時,以零票反對獲得通過。13年來,伴隨着經濟社會的不斷發展和工業化城市化的快速推進,這部法律所確立的土地用途管制制度得到了全社會的廣泛認同,成為土地管理的普世價值觀。今天,回顧《土地管理法》的修訂過程,重温《土地管理法》的精神實質,對做好「十二五」時期的土地管理工作具有十分重要的現實意義。
August 29, 1998, a special day in my heart. It is on this day that the comprehensively revised Land Administration Law (draft revision) was passed with zero votes against the Third Review by the Standing Committee of the National People’s Congress. In the past 13 years, along with the continuous economic and social development and the rapid industrialization of urbanization, the land use control system established by this law has been widely recognized by the whole society and has become a universal value of land management. Today, reviewing the revision of the Land Administration Law and reviewing the spiritual essence of the Land Administration Law are of great practical significance for the land administration in the “12th Five-Year Plan” period.
