赵紫阳总理在六届人大二次会议上说:“实行对外开放,是符合我国实际情况的正确决策,我们必须坚定不移地贯彻执行,各地区、各部门都要在国家政策的指导下,积极发展对外经济贸易,特别是在利用外资、引进技术方面放得更开一些,步子迈得更大一些。”(赵紫阳《政府工作报告》人民出版社,第79页) 在生产力和科学技术飞速发展的今天,闭关自守是不会实现现代化的。因此,我们要正确利用外资和引进先进技术,加速我国经济建设的发展。本文从两个方面对利用外资引进技术的必要性、效益及如何正确利用外资和引进技术等问题谈谈我们的看法。
