During the initial period of leading the people of northeast China in the war of resistance against Japan, the CPC Manchuria Provincial Party Committee has done serious harm to the war of resistance against Japan in the northeast region by implementing the “leftist” wrong line of “the north conference.” This situation has aroused the skepticism and dissatisfaction of the vast majority of Party members and cadres in the northeast region and has been reflected in the Comintern through various channels. After careful discussion and study, both the CCP’s delegation to the Communist International and the Communist International have realized that in order to reverse the unfavorable situation in the anti-Japanese war in the northeast region, it is necessary to change the mistaken line in the past and draw up a line and tactics suitable for the actual situation in the northeast region. On January 26, 1933, on behalf of the Central Committee of the Communist Party of China, it sent “all levels of parties to Manchuria.”
