自1995年有可比统计资料以来,广东海洋生产总值已连续16年居全国首位,2010年占全国海洋生产总值超过五份之一,占全省经济总量超过15%。从自然地理看,广东拥有大陆海岸线4114公里,在沿海各省市区中位列第一。广东拥有1431个海岛、2042平方公里的滩涂以及41.93万平方公里的海域。这表明,无论从经济指标看,还是从自然地理看,广东都是全国第一海洋大省,广东海洋产业已成为广东国民经济的重要支柱产业之一,海洋开发与管理在全国、全省经济社会发展大局中都具有举足轻重的地位。从战略和政策层面看,2002年,中共十六大报告首次提出实施海洋开发的战略要求。2003年国务院首次印发《全国海洋经济发展规划纲要》。2007年中共十七大报告提出了发展海洋产业的战略目标。2008年2月国务院批准实施国家发改委、国家海洋局编制的《国家海洋事业发展规划纲要》,这是1949年建国以来我国制定实施的第一个全国海洋事业发展总体规划。2010年4月,国务院批准山东、浙江、广东为全国海洋经济发展试点地区。2010年11月广东省政府与国家海洋局签订了加快发展广东海洋经济的框架协议。2011年3月,在我国《国民经济和社会发展第十二个五年规划》中,海洋经济第一次被专章编制。
Since comparable statistics were obtained in 1995, Guangdong’s marine production has ranked first in the country for 16 consecutive years. In 2010, it accounted for more than one of the national total marine products and accounted for more than 15% of the total provincial economy. From the perspective of natural geography, Guangdong has 4114 kilometers of the mainland coastline and ranks the first among the coastal provinces and municipalities. Guangdong has 1431 islands, 2,042 square kilometers of beach and 419,300 square kilometers of sea area. This shows that both in terms of economic indicators and from the perspective of natural geography, Guangdong is the first major oceanic province in the country. Marine development and management has become a national economic and provincial economy The overall situation of social development has a pivotal position. From a strategic and policy perspective, in 2002, the report of the 16th CPC Congress put forward for the first time the strategic requirements for implementing marine development. In 2003, the State Council printed and distributed the “Outline of the National Marine Economic Development Plan for the first time.” In 2007, the report of the 17th CPC National Congress proposed the strategic goal of developing the marine industry. In February 2008, the State Council approved the implementation of the “Outline of National Marine Development Plan” prepared by the National Development and Reform Commission and the State Oceanic Administration. This is the first general plan for the development of marine undertakings that China has enacted and implemented since 1949. In April 2010, the State Council approved Shandong, Zhejiang and Guangdong as pilot areas for national marine economic development. In November 2010, Guangdong Provincial Government and the State Oceanic Administration signed a framework agreement to speed up the development of Guangdong’s marine economy. In March 2011, in the 12th Five-Year Plan for National Economic and Social Development in our country, the marine economy was first compiled by a special chapter.
