从目前一些腐败现象来看,“一把手”腐败主要集中于这几个方面:违规用人、滥用职权、贪污受贿、生活腐化。诱发“一把手”腐败的原因有多种:一是几千年来“官本位”思想的流毒,把少数“一把手”推到了“权力的巅峰”;二是少数“一把手”党性修养不强,放松了对自身主观世界的改造,是非观念、从政道德标准降低,世界观、人生观和价值观扭曲蜕变,对一些外在诱惑和内心欲望的免疫力、抵抗力也就相应下降;三是现行的体制还不健全,对“一把手”权力的限制不够,久而久之造成了少数“一把手”权力的膨胀;四是监督机制不健全,对
