招标承包,把竞争机制引进承包,是完善企业经营机制的重要内容。通过竞争可以选到最佳经营者、最佳标底和最佳治厂方案,重要的是有利于企业人事制度的改革。然而,这样的效果并不为许多同志所认识,真正推开的还不多,有的地方只是一种形式。本刊记者最近采访了通过投标应聘当了沈阳电工机械厂厂长的李正治,了解了他承包一年来所取得的成绩,并作个简短介绍,以期对同志们有所启迪。由于招标承包的创见和李正治工作取得的成绩,中共中央总书记赵紫阳最近亲自发电报表示祝贺。
Bidding and contracting, and introducing competition mechanisms into contracting, is an important part of improving the operating mechanism of enterprises. Through competition, it is possible to choose the best operator, the best bidder, and the best treatment plan. What is important is to facilitate the reform of the company’s personnel system.
