有些美国学者曾指出,美国联邦政府和州政府帮助高技术产业的方式主要有:1.制订促进高技术的税法;2.发行经济开发债券;3.提供贷款和赠款;4.实施政府、大学、工业界合作研究与开发的新计划。本文就工业开发债券筹资的方式略加介绍。
Some American scholars have pointed out that the federal and state governments in the United States mainly help to help high-tech industries: 1. Formulate tax laws that promote high technology; 2. Issue bonds for economic development; 3. Provide loans and grants; 4. Implement government, University, industry research and development cooperation in the new program. This article gives a brief introduction of the ways of financing industrial development bonds.
