各市、县、自治县人民政府,省政府直属有关单位:为建立多层次的生态公益林体系,加强生态公益林的保护管理,促进生态公益林主功能的充分发挥,推进生态省建设,省政府决定在全省开展国家公益林认定工作。现将有关事项通知如下:一、提高认识,加强领导将森林划分为生态公益林和商品林,实行森林分类经营,是林业经营管理体制的重大改革,是促进林业经营管理从粗放型向集约型转变,实现我省林业跨跃式发展的根本措施。认定国家公益林,争取国家财政的支持,对保护和改善我省的生态环境,促进我省社会、经济的可持续发展,具有十分重要的意义。各市、县政府和有关部门要提高对认定国家公益林重要性的认识,把认定国家公益林作为生态省建设的一项重要工作来抓,把这项工作纳入重要议事日程,认真组织实施。
