当前,我国正处在全面建设小康社会、加快推进社会主义现代化的新的发展阶段。作为执政兴国中坚力量的各级领导干部,同时面临双重现代化的任务:一是国家的现代化,二是自身的现代化。领导干部自身的现代化,既是国家现代化的重要内容和目标,又是推进国家现代化的基础和条件;领导干部不能实现自身的现代化,就不能推动和完成国家的现代化。领导干部的现代化,是指领导干部适应客观环境及其变化的需要和社会现代化的发展进程,使自身的思想观念、能力素质、领导方式和执政行为科学化、规范化、制度化的过程。在新世纪、新形势和新任务面前,领导干部的现代化建设应该从三个方面入手。
At present, our country is at a new stage of development in building an overall well-to-do society and accelerating the socialist modernization. As the backbone of the party governing and rejuvenating the country, leading cadres at all levels are also faced with the tasks of double modernization: first, the modernization of the country; second, their own modernization. The modernization of leading cadres themselves is both an important content and objective of the country’s modernization and the foundation and condition for promoting the country’s modernization. Leading cadres can not promote and complete the modernization of their country unless they can achieve their own modernization. The modernization of the leading cadres refers to the process of the leading cadres being scientific, standardized and institutionalized in adapting themselves to the objective environment and its changing needs and the development process of social modernization so as to make its own ideological concepts, capabilities and qualities, leadership style and governing behaviors govern. In the new century, the new situation and new tasks, the modernization of leading cadres should start with three aspects.
