第一讲建立国有资产管理体系,加强国有资产管理随着经济体制改革的深化,必然要带来产业结构、产品结构、企业组织结构的调整。这些调整,动作大的,都会牵涉到产权问题。因此,产权管理的改革已成为人们关心的课题。如果说,产品经济时期,产权问题并不那么突出,那么到了实行有计划商品经济的今天,问题就逐步显露出来了。企业优胜劣汰,必然会带来产权的变化。所以说,产权管理的改革,也是商品经济发展的客观要求。

Those adjustments and large-scale actions will involve property rights issues. Therefore, the reform of property management has become a topic of concern. If we say that during the economic period of the product, the issue of property rights is not so outstanding, then to the day when the planned commodity economy is implemented, the problems will gradually emerge. The survival of the fittest will inevitably bring about changes in property rights. Therefore, the reform of property rights management is also an objective requirement for the development of commodity economy.
