1998年是全面贯彻落实党的十五大提出的任务的第一年,也是实施“九五”计划关键的一年,今年空管改革与建设的任务十分繁重。空管工作的目标是:坚决杜绝管制原因造成的飞行事故,因管制原因造成的飞行事故征候万架次率小于0.2,空中危险接近万架次率小于0.1。管制工作安排如下:
Year 1998 is the first year to fully implement the tasks proposed by the 15th National Congress of the CPC and the crucial year for implementing the “1995” plan. The task of air traffic control reform and construction this year is very heavy. The objectives of the ATC work are: to resolutely put an end to the flight accidents caused by regulatory reasons. The flight accident rate caused by regulatory reasons is less than 0.2 and the airborne danger is close to 0.1 million. Control arrangements are as follows:
