公务车辆用卡充值属于公车消费中重要的一环,其中存在的贪污犯罪却容易被社会忽视。本文从笔者参与侦办的一起贪污犯罪案件出发,通过对此类犯罪进行构成要件分析,探究犯罪发生的社会根源,从而提出预防此类犯罪发生的相关措施。预防职务犯罪发生的关键在于健全的监督机制,只有尽量减少公车用卡领域的监管盲区,引起国家和社会的重视,才能有效遏制此类犯罪的发生。
Payments of official vehicles with a card is an important part of the bus consumption, which exists in the crime of corruption is easily ignored by the community. This article starts with a case of embezzlement and crime committed by the author and investigates the social causes of such crimes through the analysis of the constitutional elements of such crimes and puts forward some measures to prevent the occurrence of such crimes. The key to prevent job-related crimes lies in a sound supervision mechanism. Only by minimizing the regulatory blind spots in the field of bus use cards and arousing the attention of the state and society can we effectively curb the occurrence of such crimes.
