党的十三届五中全会作出了进一步治理整顿和深化改革的决定,地矿部门必须认真贯彻执行。当前地矿工作面临着许多困难和问题,滞后于国民经济的发展,部分重要的、大宗用量的矿产紧缺,资源形势日趋严峻,地质环境局部有所控制,整体日趋恶化,前景令人担忧,地质工作投入不足,地勘生产能力过剩等等。我们必须通过治理整顿来克服困难,继续前进。要克服面临的困难,完成地矿工作的艰巨任
