为加快县域经济社会和城乡区域协调发展,甘肃省政府从2007年7月起扩大县域经济管理权限,将省管市、市管县财政体制改革为省管市、同时管县的财政体制,以激发县域经济发展的活力和动力。通过分析平凉市“省直管县”财政体制改革情况以及产生的积极效应,探讨“省直管县”财政改革对县级国库管理带来的影响,提出基层国库调整的思路,以期增强国库执行财政改革政策的职能,提高国库服务社会、服务民生的能力,使人民银行更好地履行经理国库的职责。

By analyzing the reform of financial system in Pingliang City and its positive effects, this paper discusses the impact of fiscal reform in county-level counties on the management of county-level treasuries, puts forward the train of thought for adjusting treasury at the grass-roots level, With a view to strengthening the treasury’s function of implementing the fiscal reform policy and improving the treasury’s ability to serve the community and serve the livelihood of the people, the PBC will better perform its duties as a treasury manager.
