党的十三届五中全会指出,要用三年或者更长一些时间基本完成治理整顿的任务。治理整顿的目标之一是要努力实现财政收支平衡,逐步消灭财政赤字。要实现这一目标,必须采取适当政策和过渡步骤,逐步把部分预算外资金转入预算内,逐步提高国家财政收入占国民收入的比重和中央财政收入占整个财政收入的比重。这是一个关系到我国经济能否保持长期持续、稳定、协调发展的重大问题。下面就提高“两个比重”的问题谈一些想法。
The Fifth Plenary Session of the 13th Central Committee of the Party pointed out: It will take basically three years or more to complete the task of rectifying and rectifying. One of the goals of rectification and reorganization is to strive to achieve a balance between fiscal revenue and expenditure and gradually eliminate the fiscal deficit. To achieve this goal, appropriate policies and transitional steps must be adopted to gradually transfer part of the extrabudgetary funds into the budget and gradually increase the share of state revenue in the national income and the proportion of the central government revenue in the entire fiscal revenue. This is a major issue that concerns whether our economy can maintain its long-term sustainability, stability and coordinated development. Here are some ideas to raise the question of “two weights”.
