区县一级党委手中究竟有多少权力?区委书记、副书记、常委各有哪些权力?这些权力该如何运行,如何监督?随着西城区权力公开透明运行试点工作的展开,这些疑问正逐渐消解。2011年3月,西城区出台《关于西城区委权力公开透明运行的实施意见》,要求全区处级以上单位及个人,必须“晾晒”手中权力,接受多方监督。
