一《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》向全党和全国人民提出了未来15年我国发展的战略目标。结合四川实际,省委六届六次全委会也提出了《关于制定四川省国民经济和社会发展“九五”计划和2010年远景目标的建议》。宏伟目标是美好的、鼓舞人心的,但实现宏伟目标却是复杂的、艰巨的,是一个艰苦奋斗的创业过程,需要我们付出巨大的心血和力量。二发扬艰苦奋斗的创业精神,是实现宏伟目标的一个前提条件。邓小平同志在1980年1月16日的一次讲话中谈到,要实现四个现代化,必须解决四个问题,
