我国的国有企业改革历经三个历史阶段,至今仍未取得预期成效,其中一个主要原因在于干部人事制度改革滞后。建立与社会主义市场经济体制和现代企业制度相适应的国有企业人事管理制度,对于搞好国有企业,推进国民经济健康运行和长远发展具有十分重要的意义。本文着重分析了当前国有企业人事管理存在的主要问题及其原因,就深化国有企业人事制度改革的对策措施作了粗浅的探讨。
The reform of state-owned enterprises in our country has gone through three stages of history and one of the main reasons for the failure to achieve the expected results so far is the lagging reform of the cadre and personnel system. The establishment of a personnel management system for state-owned enterprises that is compatible with the socialist market economic system and the modern enterprise system is of great significance to improving the state-owned enterprises and promoting the healthy operation and long-term development of the national economy. This article focuses on the analysis of the main problems existing in the personnel management of state-owned enterprises and their causes, and makes a brief discussion on the countermeasures to deepen the reform of the personnel system in state-owned enterprises.
