引进外资,利用外资,移植国外的先进技术和管理经验,是加快发展我区社会主义市场经济的重要途径。去年以来,随着投资环境的进一步改善,我区利用外资工作取得了长足进展,三资企业大幅度增加。以南宁市为例,仅今年上半年,新批准设立的三资企业就达122家,比上年同期增长11倍,外资投入15280万美元,比1992年全年增长1.6倍。但是,我区合资企业目前也存在着一些不容忽视的问题,突出表现在企业的经济效益不佳亏损面较大。据统计,1991年全区三资企业亏损面达45.5%,1992年略有好转,但亏损企业仍占31.2%,而其中绝大部份是中外合资企业。
The introduction of foreign capital, the utilization of foreign investment, the transplanting of advanced technologies and management experience from abroad are important ways to speed up the development of a socialist market economy in our district. Since last year, with the further improvement of the investment environment, great progress has been made in the utilization of foreign investment in our region, and the number of foreign-funded enterprises has risen sharply. Take Nanning City as an example. In the first half of this year alone, there were 122 newly-funded foreign-funded enterprises, an increase of 11 times over the same period of the previous year with a total investment of 152.8 million U.S. dollars, an increase of 1.6 times that of 1992. However, there are still some problems that can not be ignored in joint ventures in our region, highlighting the large losses in the poor economic returns of enterprises. According to statistics, in 1991, the loss-making area of foreign-funded enterprises in the region reached 45.5%, a slight improvement in 1992, while the loss-making enterprises still accounted for 31.2% of the total, most of which were Sino-foreign joint ventures.
