2015年3月面世的《中共中央、国务院关于进一步深化电力体制改革的若干意见》(中发[2015]9号)(以下简称“新电改9号文”)以及随后陆续发布的系列配套文件,正式拉开了新时代中国电力改革的序幕。在《电力体制改革方案》(国发[2002]5号)取得阶段性成果的基础上,新电改9号文要求进一步全面深化电力改革,提高运行效率,引进竞争机制,建设电力市场。
The “Opinions of the Central Committee of the Communist Party of China and the State Council on Further Deepening the Reform of the Electric Power System” (中 发 [2015] No. 9) (hereinafter referred to as “Xin Dian Dian No.9 Text”), which were released in March 2015 and subsequent series Supporting documents, officially opened a new era of power reform in China’s prelude. On the basis of the initial results of the “Power System Reform Plan” (Guo Fa [2002] No. 5), the new power reform No. 9 requires further deepening the power reform, improving operational efficiency, introducing competition mechanisms and building a power market.
