地方政府融资平台的迅速发展满足了地方政府的资金需求。与此同时,平台的迅速扩张也带了金融风险、财政风险,加剧了国民经济结构矛盾。究其原因,主要是我国地方政府财权与事权不匹配,地方政府融资与破产制度不完善,商业银行和融资平台的管理存在缺陷。要对地方政府融资平台的风险进行防范,应当从完善财政制度和平台管理,加强平台监督,拓宽融资渠道入手。
The rapid development of local government financing platform to meet the funding needs of local governments. At the same time, the rapid expansion of the platform brought with it financial and financial risks and aggravated the contradiction between the national economic structures. The reasons are mainly that the local government’s fiscal power and the power do not match, the local government’s financing and bankruptcy system is imperfect, and the management of commercial banks and financing platform is flawed. To guard against the risk of the local government financing platform, we should start with improving the financial system and platform management, strengthening platform supervision and broadening financing channels.
