国民收入非同步共享是制约经济发展方式转变,实现公平和效率统一的不合理分配方式。深入贯彻落实科学发展观、顺应各族人民过上更好生活新期待、保障和改善民生等“十二五”发展新目标,要求分配方式从非同步共享转向同步共享,突破“劳动低工资成本”、“居民低收入增长”陷阱,为促进经济长期平稳较快发展和社会和谐稳定构筑新的动力基础。
Unsynchronized sharing of national income is an irrational distribution that restricts the transformation of the mode of economic development and realizes the unification of fairness and efficiency. We will thoroughly implement the scientific concept of development, comply with the new expectations of people of all nationalities for a better life, safeguard and improve people’s livelihood, and develop a new target for the “Twelfth Five-year Plan”, requiring that distribution should be shifted from unsynchronized sharing to simultaneous sharing and breaking the “labor Low wage costs ”, “ low income growth ”" trap, in order to promote steady and rapid economic development and social harmony and stability to build a new impetus to the foundation.
