上海想做鼓励民间资本进入大型基础设施建设的“领跑人”。3月28日,上海民营企业——福禧投资控股有限公司出资32亿人民币,一次性从上海市政府下辖的城市建设投资总公司(以下简称“城投”)手中,买断沪杭高速公路上海段99.35%的股权。沪杭高速公路上海段全长50公里,福禧由此享有该段高速公路30年的运营权,包括加油站、服务区、广告、通行费及边际延伸收益的经营权,并有权可将4个车道拓建成6个车道。

March 28, Shanghai privately owned enterprises - Fu Jubilee Investment Holdings Ltd. invested 3.2 billion yuan, one-time from the Shanghai municipal government under the jurisdiction of the Urban Construction Investment Corporation (hereinafter referred to as “Metro”) to buy off Shanghai Hangzhou Expressway 99.35% stake in Shanghai. Shanghai-Hangzhou Expressway Shanghai section of a total length of 50 km, Fuxi thus enjoy this section of highway 30 years of operation rights, including gas stations, service areas, advertising, tolls and marginal revenue extension of the franchise, and the right to 4 lanes expand into 6 lanes.
