持续努力保障改善民生,使改革发展成果更多更公平地惠及全体人民,是党和国家一切工作的出发点和落脚点。中央提出“守住底线、突出重点、完善制度、引导舆论”16字基本方针,为新形势下做好民生工作指明了方向。贯彻落实好这一方针,既要高度关注全体人民生活水平的整体提升,更要重点改善低收入困难群体的生活状况,突出解决好低收入困难
Continuing efforts to guarantee the improvement of people’s livelihood so that the fruits of reform and development can benefit more the entire people more fairly are the starting point and the foothold of all the party and state work. The Central Government has proposed a basic guideline of “keeping the bottom line, highlighting key points, perfecting the system and guiding public opinion,” pointing out the direction for doing a good job in people’s livelihood under the new situation. To implement this principle, we must pay great attention to the overall improvement of the living standards of all people, but also focus on improving the living conditions of low-income and disadvantaged groups, and highlight the solution to low-income difficulties
