上海市为进一步完善社会保障体系,推出面向外地劳动力的综合社会保险制度,在全国率先把社会保险范围扩大到全社会各类劳动力。 从去年9月起试行的这项社会保险,由政府行政部门主管,委托商业保险公司理赔。称其为“综合保险”,因为它是一个险种,包括工伤(或者意外伤害),住院医疗和老年补贴三项保险待遇。实行综合保险的范围为:经批准使用外来从业人员的单位(包含外地施工企业),及其使用的外来从业人员和无单位外来从业人员。但在沪从事家政服务,农业劳动的人员和按照《引进人才实行(上海市居住证)制度暂行规定》引进的人员不在此列。
In order to further improve the social security system and launch a comprehensive social insurance system for overseas labor force, Shanghai took the lead in extending social insurance coverage to all types of labor force in the whole society. The social insurance scheme, which was piloted since September last year, is under the charge of the government administration department and commissions commercial insurance companies. It is called “comprehensive insurance” because it is a type of insurance that covers three types of benefits, including work injury (or accidental injury), hospitalization and old-age allowance. The scope of the implementation of comprehensive insurance: approved the use of foreign workers in the units (including construction enterprises outside the field), and its use of foreign workers and non-unit foreign workers. However, the personnel engaged in domestic service and agricultural work in Shanghai and the personnel introduced in accordance with the Provisional Regulations on the Implementation of the System of Introducing Talents (Shanghai Residence Permit) are not listed here.
