工程建设监理可分为政府监理和社会监理。政府监理是指政府主管部门的执行机构对业主投资活动进行管理,在投资、设计、施工、竣工以及监理工作的组织方面进行横向、宏观、强制性的监督,其主要内容是:贯彻执行国家有关建设监理的法规、政策,负责对监理单位和监理人员的资质审查,监督参与工程建设各方的行为,参与督促工程质量重大事故的处理;社会监理是指独立的监理组织受业主的委托,对工程的建设、设计,施工等实施的有偿管理活动,是纵向的、微观的、委托性
