文化馆在举办公益活动时,也有着对服务对象信用缺失的担忧。“零门槛”“零费用”的公益培训、公益演出、免费赠票,同样会带来违约和失信的“零成本”。在实践中,文化馆发现要避免公益文化资源的浪费,除了不断提升服务质量外,也必须要有一个良好的机制来规范群众学员的信用行为,同时也能激励学员向表现优良的方向努力。因此,不少文化馆都提出了“信用积分”来解决这个问题。本文主要讨论以数字文化馆建设为契机,如何设计信用积分系统。

Therefore, many cultural centers have proposed “Credit Points ” to solve this problem. This article mainly discusses the construction of digital cultural centers as an opportunity, how to design credit integral system.
