公文语言有它自身的特点.当前,不少秘书写作专著和有关公文语言的专论都一致认为,公文的语言必须做到“明确、简洁、平实”.这三者确是对公文语言的基本要求,也是它的主要特点.但是,从大量的公文作品,特别是从比较规范的公文作品(古代公文作品中的名篇,中共中央、国务院及其所属部门下达的文件)看,是否还有其它特点呢?我以为,公文的语言,既要明确,有时也需要“模糊”;既应力求简洁,必要时也可以作一些“铺排”;既追求平实,也不排斥“生动”.后者与前者似乎是“对立”的;而这种对立却是“相反相成”的,都“统一”到更为有效的表达上来.
