荣成市是全国第一渔业大市,综合经济实力连续多年位居山东第一位。但区域经济发展不平衡的问题仍然比较突出,特别是部分内陆镇村的一些党员,生活还处于相对贫困之中。党员经济上的贫困,导致政治上号召力不强,在一定程度上影响了党员在群众中的形象,削弱了基层党组织的战斗力。为有效解决这一问题,从1999年开始,荣成市开展了“党员自助基金”活动。全市22个镇采取财政出、支部投、会员交、社会捐的方法,筹集基金320多万元,通过党员
