本文在建立信息资源丰裕系数测度模型基础上，对世界部分国家和地区信息资源发展规模进行了初步的定量测度，并以此为依据，对信息资源在国际上的分布、增长过程与发展趋势，以及信息资源与信息经济的相互关系进行了比较分析。同时，对中国信息资源配置的基本特征和发展战略进行了剖析，认为研究和制订中国信息资源发展战略可考虑采用不平衡发展战略，以点带面，优先发展各地信息资源的龙头省份；总体上使各地信息资源发展速度和规模与当地经济增长速度和发展水平相协调；在制订信息资源发展战略过程中应注意稳定增长，避免急躁
