社会统筹制度是国家基本养老保险制度中的重要支柱,对养老保险事业的成败起着决定性的作用。本文在分析社会统筹养老保险制度发展现状的基础上,澄清了养老保险制度分散统筹是导致社会统筹养老保险制度面临的诸多困境的根本原因,并明确提出实现养老保险制度的全国统筹是解决诸多问题、提升养老保险制度效率和实现制度可持续发展的必然选择。而且由于未来将出现的有利于社会统筹制度发展的积极因素在分散统筹下有可能进一步强化地区间的既得利益,增加全国统筹的难度,所以本文建议要抓住机遇,尽快完成社会统筹养老保险制度从分散统筹向全国统筹的转变。
The social pooling system is an important pillar in the basic pension insurance system of the country and plays a decisive role in the success or failure of pension insurance. Based on the analysis of the status quo of the development of the social pension insurance system, this article clarifies that the decentralization of the pension insurance system is the root cause of the many difficulties that the social pension insurance system faces. And because of the positive factors that will emerge in the future that will benefit the development of the social pooling system, it is possible to further strengthen the vested interests among the regions and increase the difficulty of national co-ordination under the decentralized overall planning. Therefore, this paper suggests that we should seize the opportunity to complete the social pooling pension system as soon as possible From a decentralized overall plan to a national plan for overall change.
