论述建立高校学报审稿网的必要性，及审稿网的功能和审稿人的条件，对审稿的几种形式进行了分 析，建议建立高校学报审稿人数据库。
This paper discusses the necessity of establishing a manuscript reviewer network in colleges and universities, the function of the manuscript reviewer and the conditions of the reviewer, and analyzes several forms of manuscript reviewers. It is suggested that a database of reviewers should be established.
