双洎河是许昌市的主要防洪河道,人防是双洎河防汛的一个重要组成部分,目前双洎河的防汛队伍存在一些问题亟需解决。文章提出了4项对策,从4个方面详细阐述了如何以人为本,从人防这一重要组成部分着手,建立新形势下的防汛队伍,从根本上解决目前双洎河防汛中存在的有关问题。
Shuangba River is the main flood control channel in Xuchang City. Air defense is an important part of flood control in Shuangba River. At present, there are some problems that need to be solved for the flood control teams in Shuangba River. The article puts forward four countermeasures. From four aspects, it elaborates on how to take people as the root, starts with the important component of civil air defense, and establishes the flood prevention team under the new situation so as to fundamentally solve the existing problems in the flood control of Shuangba River.
