目的了解河南省基层艾滋病防治机构人力资源现状及目前工作中存在的问题,为卫生行政部门合理配置人力资源提供参考。方法利用问卷调查收集河南省4个项目县8个乡/镇艾滋病防治机构工作人员的个人资料,利用Epi Data3.0建立数据库,SAS9.13进行资料分析。结果本次共调查499人,平均年龄38.36±9.08岁,学历以大、中专/高中为主,占86.77%;职称以初级为主,占48.30%;73.15%的防艾人员参加过上级单位组织的HIV/AIDS防治工作专业知识培训班,级别越低参加防艾培训的次数越多,差异具有统计学意义(χ2=125.711,P=0.000);21.24%的工作人员每天工作时间在8小时以上;12.83%的工作人员认为有应该执行而没有执行的工作任务,而要完成这些工作任务平均需要增加1个小时;防艾人员对目前工作岗位的满意度平均得分为76.58±17.13,不同级别间差异无统计学意义(F=1.503,P=0.223)。结论河南省基层艾滋病防治工作者的能力和数量不能完全满足目前防艾工作的需要,需要加强防艾人员的培训和人力资源的配置。
Objective To understand the status quo of human resources in grass-roots AIDS prevention and control institutions in Henan Province and the problems in their current work, and to provide a reference for the health administrative departments to rationally allocate human resources. Methods The questionnaires were used to collect the personal data of 8 HIV / AIDS prevention and control agencies in 4 project counties in Henan Province. Data were analyzed using Epi Data3.0 and SAS9.13. Results A total of 499 people were surveyed, with an average age of 38.36 ± 9.08 years. The academic background mainly consisted of colleges, technical secondary schools and high schools, accounting for 86.77%. The main titles were primary, accounting for 48.30%. 73.15% of AIDS prevention personnel participated in the superior units The lower the level, the more attend AIDS prevention training, the difference was statistically significant (χ2 = 125.711, P = 0.000); 21.24% of the staff working hours per day in 8 hours ; 12.83% of the staff think there should be implementation of the work without implementation tasks, but to complete these tasks on average need to increase 1 hour; anti-AIDS staff on the current job satisfaction average score of 76.58 ± 17.13, different levels There was no significant difference between the two groups (F = 1.503, P = 0.223). Conclusion The ability and quantity of grassroots AIDS prevention and treatment workers in Henan Province can not fully meet the current needs of anti-AIDS work. There is a need to strengthen the training of anti-AIDS personnel and the allocation of human resources.
