近年来,四川省在党中央、国务院的关心下,在财政部的大力支持下,奋力推进经济发展,财政实力不断增强,确保了工资发放,维护了各级政府正常运转,支持了经济发展和社会进步。但从总体上讲,仍然是一个农业大省,财政穷省,特别是县级财政困难尤为突出。为缓解我省县级财政困难,建议如下。
