建国以来,在党中央、国务院的正确领导下,我省和全国各地一样,水利建设取得了巨大的成绩,积累了丰富的经验。水利电力部已作出编修水利史志的部署。当前,已有部分市、县水利局组织专门力量,在编写市、县志的统一安排下,着手市、县水利志的编纂工作。本期选登了常熟市、溧阳县水利志的编写纲目。这两个市、县分属平原圩区和丘陵山区,他们以马列主义、毛泽东思想为编纂的指导思想,坚持实事求是,认真调查研究,详细占有资料,力求真实地、准确地反映历史和现状,力求有较高的思想性和科学性;他们各自根据自己的特点分篇设章,断限的年代不同,纵横关系处理上也不相同。这两个地方的水利志编写纲目虽然还可能有修改,为了交流经验,启发大家思考问题,特先介绍出来,供研究参考。以便让我们用新的观点和新的方法有计划地编写出无愧于我们时代的新的水利史志来。
Since the founding of the People’s Republic of China, under the correct leadership of the CPC Central Committee and the State Council, as in other parts of our country, our province has made tremendous achievements in water conservancy construction and accumulated rich experience. Ministry of Water Conservancy and Electric Power has made a plan to compile and compile historical records of water conservancy. At present, some municipal and county water conservancy departments have organized special forces and, under the unified arrangement of cities and counties, have started the compilation of water conservancy projects of cities and counties. This issue selected Changshu City, Liyang County water conservancy Zhi compilation outline. The two cities and counties belong to plain polders and hilly mountains. Taking Marxism-Leninism and Mao Zedong Thought as the guidelines for their compilation, the two cities and counties persist in seeking truth from facts and conducting serious investigations and studies. They carefully occupy information and strive to truly and accurately reflect the history and current conditions. Strive to have a higher ideological and scientific; according to their own characteristics of their articles chapter by chapter, cut off the different age, vertical and horizontal relationship is not the same. Although the compilation of water conservancy records in these two places may be revised, in order to exchange experiences and inspire people to think about issues, we first introduce them for reference. So that we can systematically write new historical records of water conservancy that are worthy of our time with new perspectives and new methods.
