北京地区泥石流的发生及对策

建国以来,北京地区发生较大泥石流11次,平均约4年发生1次,山区群众生命财产遭到重大损失。部分山区山高坡陡的地形条件,在坡面或沟道有一定数量堆积物的地质条件,暴雨集中、历时短、强度大的气象条件,以及大量砍伐树木、盲目围垦等人为因素是产生泥石流的主要原因。北京地区泥石流易发区总面积3964km2,主要分布在怀柔、密云、房山和门头沟部分山区。对泥石流可采取工程措施和非工程措施相结合,预防和治理相结合,如封山育林,搞好水土保持,采取等高耕作,每年雨季前对山区梯田垒堰扶唇,对山区险村险户汛期采取“四包”、“七落实”措施,安装山洪、泥石流报警系统,对泥石流易发区农户实行家庭财产保险,经常进行泥石流知识教育和法规宣传等。 Since the founding of the People’s Republic of China, a large debris flow occurred in Beijing 11 times, an average of about 4 years occurred once, the mountain people’s lives and property suffered heavy losses. The total area of ​​debris flow prone areas in Beijing is 3964km2, mainly distributed in Huairou, Miyun, Fangshan and part of Mentougou. The debris flow can take engineering measures and non-engineering measures combined with the combination of prevention and treatment, such as closing hillsides for afforestation, improve soil and water conservation, to take high tillage, the rainy season before each terrace ridge weir lip, Take “Four Guarantees” and “Seven Fulfillments” measures, install flash flood and debris flow alarm system, implement family property insurance for peasant households in areas prone to debris flow, and often carry out education on knowledge of debris flows and publicity of laws and regulations.
