民族高校办学绩效评价就是在一定的办学思想指导下,依据民族高等教育办学目标对办学资源配置情况及其办学目标实现程度进行判断和分析的过程。中国民族高校具有双重属性,它一方面要体现民族特色,另一方面要体现普通高等教育的水准。本文结合中国民族高校的办学使命和双重属性,围绕教学、科研、社会服务三大职能按照教育投入、过程和产出的维度尝试构建民族高校办学绩效评价指标体系,并提出通过加强宣传、统一认识,政府主导、内外结合、政策配套等方式来推行民族高校的办学绩效评价。
The performance evaluation of running a university for nationalities at higher learning institutions is the process of judging and analyzing the allocation of running school resources and the achievement of its goals according to the goal of running a higher education system under the guidance of running a school. China’s nationalities colleges and universities have double attributes. On the one hand, they should embody national characteristics and on the other hand, they should reflect the standard of higher education. Combining with the mission and double attributes of Chinese universities for nationalities, this paper attempts to build an index system of performance evaluation of colleges and universities for nationalities in the light of the three functions of teaching, scientific research and social services according to the dimensions of education input, process and output, and puts forward that through strengthening publicity and unifying understanding , Government-led, internal and external integration, policy support and other means to promote the performance evaluation of colleges and universities for nationalities.
