黄骅市位于黑龙港流域的最东端,地势低洼平坦,属于典型的滨海旱碱区。常年平均降水量为547毫米,年内降水不均,大部分集中夏季,春季仅占9.6%。浅层淡水严重匮乏,水资源人均占有不足80立方米。土壤肥力低,土壤有机质含量平均为0.95%,按全国土壤分类为4—5级。全市旱碱地面积65万亩,占耕地面积的80%以上,土壤含盐量一般在0.2—0.6‰,p H值0.75—0.82。
