事业单位改革,不仅涉及超过126万个单位和4000多万从业人员,而且涉及事业单位机构布局的调整、管理体制的创新、运行机制的变化等多方面、多层次的问题。事业改革会触及到很多深层次的利益,改革的过程中也面临着很多的风险。只有对这些风险进行认真分析,寻找对策,控制风险,才能保证事业单位改革的顺利推进。
The reform of public institutions not only involves more than 1.26 million units and more than 40 million practitioners, but also involves many aspects and levels of problems, such as the adjustment of the institutional distribution of public institutions, the innovation of management system and the change of operating mechanism. Business reform will touch on many deep-seated interests and face many risks in the process of reform. Only by carefully analyzing these risks, looking for countermeasures and controlling risks, can we ensure the smooth progress of the reform of public institutions.
