国务院发展研究中心副主任谢伏瞻认为,激励约束机制的建立作为国企改革的重要内容,其进展明显滞后于改革的其它方面。谢说,目前的国有企业中既存在激励不够的问题,也存在约束不力的问题。由于激励力度不够,或者没有激励,使得国企经营者合法的正当收入普遍太低。其次,激励的方式不当,通常把经营有方的企业家提升到党政部门任职。与此相应的另一方面是,有相当多不懂企业经营的官员,却坐到了企业经营者的位子上。约束机制方面,问题更加突出。谢说,除少数地方外,很多地方没有找到国有资产行之有效的管理办法。现行的稽查监督的办法是必要的,但这种事后的外部监督还不能解决约束的根本问题。
