从20世纪90年代初开始,我国大部分城市的烟花爆竹监管部门对烟花爆竹燃放的管理经历了由“放”到“禁”再改“限”的过程。实施“限放”是恰当的折衷之法,但要做到加强燃放管理、采取行政措施、对广大民众进行安全燃放宣传教育、实现民族的喜庆传统与保证社会安全秩序的平衡,监管部门在管理上还有一些值得探讨和思考的地方。
