近些年来,中国的科研经费大幅上升,已经成为世界第二大研发国家,企业亦是如此。按理说,这么大的研发经费支出,特别是企业研发投入,应该带来企业与产业技术创新水平的大幅度提升,但实际情况却并不乐观。造成这种问题的深层次原因,正是我国企业与产业的基础及应用基础研究相对薄弱,科研成果转化为生产力的有效机制尚未形成。
In recent years, the research funding in China has risen sharply and has become the second largest R & D country in the world. The same is true for enterprises. It stands to be fair to say that such a large R & D expenditure, especially R & D investment, should bring about a substantial increase in the level of technological innovation of enterprises and industries, but the actual situation is not optimistic. The deep-seated reasons for this kind of problem are exactly the weak basic and applied basic research of our country’s enterprises and industries. The effective mechanism for transforming scientific research into productivity has not yet been formed.
