The Fourth Plenary Session of the 16th Central Committee of the Party proposed: We must uphold the guiding position of Marxism in the field of ideology and continuously raise the ability to build an advanced socialist culture. We should also regard enhancing the ability to build an advanced socialist culture as strengthening the building of the party’s ability to govern This is one of the five major tasks. This is a further deepening of the exposition of our party on behalf of the progressive direction of China’s advanced culture and further enrichment of the important thinking of the ’Three Represents.’
