广东海事局党委组成党建工作调研组,自粤西向粤东、从粤北到珠江三角洲,历时近2个月,纵横5000多公里,深入17个分支局对36个基层党支部进行调研,探讨新形势下如何加强和改进基层党组织建设。 广东海事局共有110个基层党支部,近一半的基层党支部远离机关所在地,最远的达180公里,5名党员以下的“小支部” 占30％以上,支部书记全部兼职。该局党委在调研中了解到,基层党组织建设总体上较好,但也存在一些不容忽视的问题:有的基层党支部存在软弱
