近几年,在改革开放形势的推动下,黑河地区的经济发生了深刻的变化,特别是随着边境贸易和中苏“一日游”的开展,黑河地区开始受到众多经济、科技、新闻界人士的瞩目,知名度越来越高,影响越来越大,科技兴边的有利环境也越来越充分。由于科技兴边是一个庞大而又复杂的社会系统工程,需要多方位、多渠道能动地配合与协调,才有可能使期望转化为现实,因此,我们既要乐观地估计有利条件,又要冷静地分析不利因素,更要科学地制定战略、实施对策。我们黑河地区为使科技兴边沿着健康的轨道行进,实施了“四五一”工程,即“四个重点、五个保证、一个突破口”的对策。本文谨对此做些介绍,以求与各地交流。

In order to promote the prospering of science and technology along the path of health, the Heihe region has implemented the “45” project, that is, the “four key points, five guarantees and one breakthrough point.” This article would like to do some introduction, in order to communicate with all over.
