北京市朝阳区和福建省莆田市突破以行政区域党组织划线管理党员的传统做法,引入协议管理模式,构建党员流出地与流入地党组织协商共管流动党员新机制。
Chaoyang District, Beijing Municipality and Putian City, Fujian Province broke through the traditional approach of stratifying and managing party members with administrative regional organizations and introduced a protocol management model to establish a new mechanism for party members to negotiate with the party organizations that are participating in the flow of land under their control.
