《外观不合格化肥该如何处理》一文中介绍了某市质监局对某公司生产农业用硝酸钾这一行为,在认定事实和适用法律等方面出现了三种不同意见。笔者认为,在行政执法办案工作中,应当综合分析案情,准确认定案件性质,并据此依据法律法规的规定,实施相应的行政处罚。
