技术引进是加速实现四个现代化的一个重要途径,是一项重大而又十分复杂的战略任务,为了做好技术引进工作,必须认真进行可行性研究。只有通过可行性研究,证实该引进项目技术上先进可行,经济上有利合算,又有能力搞的,才能进行商务谈判,签订引进合同。本文阐述了技术引进可行性研究的基本任务,做法;从技术选择、市场研究、工程条件,经济评价、社会与法律因素等方面讨论了可行性研究的内容;并对今后如何搞好可行性研究提出了几点意见,期望各方能开展并重视技术引进可行性研究的讨论。
The introduction of technology is an important way to accelerate the realization of the four modernizations. It is a major and complex strategic task. In order to do a good job in technology import, we must earnestly conduct feasibility studies. Only through feasibility studies, it is confirmed that the introduced project is technologically advanced and feasible, economically advantageous and cost-effective, and capable of conducting business negotiations and signing import contracts. This article describes the basic tasks and methods for the feasibility study of technology import; discusses the content of feasibility studies from the aspects of technology selection, market research, project conditions, economic evaluation, social and legal factors, etc.; and studies how to do a good job in the future Several opinions were put forward and it is expected that all parties can carry out and attach importance to the discussion of the feasibility study of technology introduction.
